the petitions to parliament procedure act, 2012

This Act allows for petitions to be made to parliament as well as to the county assemblies to be established under the new constitutional dispensation. Rather than petition parliament for legislative amendments as was previously the case either through a private members bill or by sponsoring members of parliament , it shall now be possible to lobby or petition parliament in a more structured manner on matters that one feels should be addressed.

The petition to either parliament or the country assembly shall be in writing in English or Kiswahili language addressed to the clerk of the national assembly/county assembly . Oral petitions can also be presented at a formal setting to be convened for that purpose or using any other format as prescribed by either parliament or county assembly. All petitions must clearly state the type of intervention sought and contain relevant details such as name address, ID number of the applicant. This will facilitate dialogue in a structured manner with parliament and county assemblies going forward.
